Republic Act No. 10516 Amending Presidential Decree No. 949 Signed by President Aquino

Republic Act No. 10516 was signed and approved by President Benigno S. Aquino III on April 17, 2013. This is an act “Expanding the utilization of the Industrial Estate in Lamao, Limay, Bataan for businesses engaged in energy and energy-related infrastructure projects and other gainful economic activities in addition to petrochemical and related industries, amending for the purpose Presidential Decree No. 949.”

PNOC spearheaded the amendment of PD 949, which sought to lift the limited use of the property of PNOC Alternative Fuels Corporation (PAFC) in Limay, Bataan to petrochemical-related industries, and broaden its use to all energy and energy-allied activities that will promote its best economic use.

Senate Bill (SB) No. 2916, which was authored by Senator Ralph G. Recto, was filed on July 26, 2011. This was then referred to the Committee on Environment and Natural Resources chaired by Senator Francis ‘Chiz’ G. Escudero. At the House of Representatives, House Bill (HB) 6868 (amendatory to HB 5789), was introduced by Congressman Albert Raymond S. Garcia on February 7, 2012, and was referred to the Committee on Energy chaired by Congressman Henedina R. Abad.

RA No. 10516 originated in the House of Representatives, and was finally passed by the House of Representatives and the Senate on February 4, 2013, and February 6, 2013, respectively.
