
PNOC recognizes the significant growth potential of off-grid areas in the country and remains committed to bridging the energy infrastructure gap in these underserved communities. As part of its strategic mission for 2025, PNOC seeks to serve as a catalyst in delivering effective energy solutions to geographically isolated and disadvantaged areas (GIDA), where private sector investment has been limited due to perceived market and operational risks.
In this line, the company met with Camiguin Representative Jurdin Jesus Modina Romualdo and Provincial Governor Xavier Jesus Romualdo in February 2025 and March 2025, respectively, to discuss the launch of the Bright Islands Encounter (BIE) initiative in the province. Led by Maria Belinda Cubelo, PNOC Project Management Department (PMD) Manager, the discussion focused on preparatory activities and identification of key stakeholders for the planned launch in the second quarter of 2025.
The BIE initiative aims to bring together local leaders from across the country and energy solutions providers offering sustainable technologies for GIDA. Designed as an annual event rotating across different islands, BIE will feature expert talks and discussions, providing a platform for knowledge sharing, partnerships, and exploring innovative energy solutions tailored to off-grid areas.
During the meeting, Representative Romualdo highlighted pressing concerns about electricity and electricity-related infrastructure in the province, noting that coal power suppliers from Misamis Oriental remain as the mainland’s primary energy source. Meanwhile, Governor XJ Romualdo stressed transitioning to renewable energy as a challenge, given the persistent limitations in power generation and transmission.

Both leaders also emphasized the impact of environmental challenges, such as flooding and typhoons, which contribute to frequent brownouts on the island. Most importantly, they underscored the urgent need for a stable electricity supply for hospitals, recognizing its vital role in safeguarding public health and safety.
Building on the initial meeting, a follow-up engagement in Camiguin was held to finalize the initial lineup of activities. During the visit, the team explored potential venues and collaborated with the Provincial Tourism Department for logistical support for the launch.
As key players in the project execution, PNOC and its partners will form a working group to manage the project execution. Priorities will include exploring energy investment opportunities, securing infrastructure financing, and ensuring resilience against natural disasters. The representative and the governor reaffirmed their full support for the initiative, emphasizing its potential to strengthen energy security in the region and across the country.
