Bonifacio Global City, Taguig City – In alignment with the Philippine Energy Plan (PEP) and its mandate to foster the development and efficient use of the country’s energy resources, the Philippine National Oil Company (PNOC) has launched a new initiative, the “Rooftop Solar PV for Government Buildings Project” (RGB Project). This project underscores PNOC’s commitment to mitigating climate change while enhancing energy management across public institutions.

On September 20, 2024, PNOC, represented by President Mr. Oliver B. Butalid, formalized partnerships with the Angeles City Water District (ACWD) and the Carmona Water District (CWD), as represented by ACWD General Manager Mr. Edgar C. Lopez and CWD General Manager Ms. Aniline B. Francia. The partnership aims to promote energy efficiency, reduce electricity costs, and enhance energy management within these vital water service entities.

The collaboration was solidified through the signing of a Memorandum of Agreement (MOA), marking the convergence of two essential sectors—water and energy—in addressing climate change challenges. The MOA signifies the start of a 15-year agreement, with both ACWD and CWD entering into lease arrangements with PNOC. The agreement covers the installation, operation, and maintenance of the solar photovoltaic (PV) systems that will help these districts achieve their energy efficiency goals.

President Butalid emphasized the project’s potential impact, stating, “This year, our target is two megawatts of solar capacity, with plans to expand that to 20 megawatts next year. Solar technology offers tremendous benefits, and while the private sector has embraced it widely, there’s a clear need for greater adoption within government agencies. This project reflects PNOC’s commitment to helping address rising electricity costs across the public sector.”

ACWD General Manager Lopez highlighted the importance of immediate action in the face of climate change. “We took action because, above all, this is about tackling climate change. We’re excited to partner with PNOC, and I believe many more water districts will follow suit, expanding this initiative to other regions.”

CWD General Manager Francia echoed this sentiment, praising the project’s swift progress. “We feel fortunate to be pioneers in this initiative, thanks to the dedication of PNOC. After our first meeting, the project moved quickly, and we’re thrilled to be part of such an impactful government-led initiative.” Through this partnership, PNOC’s RGB Project brings together key stakeholders in the water sector to drive energy efficiency initiatives, marking a significant step forward in the country’s efforts to promote sustainable energy practices.
