On March 12, 2024, PNOC (Philippine National Oil Company) embarked on a heartwarming Outreach Program at the Correctional Institution for Women (CIW) in Mandaluyong City. With the theme “Saya Ibahagi sa Correctional Institution for Women (SICIW),” this initiative was in celebration of National Women’s Month, under the sub-theme “Lipunang Patas sa Bagong Pilipinas: Kakayahan ng Kababaihan, Patutunayan.”

CIW, managed by the Bureau of Corrections, houses over 3,000 Persons Deprived of Liberty (PDL). The program aimed to address their needs, promoting inclusivity, rehabilitation, and women empowerment while uplifting and inspiring the women prisoners. 

As part of the half-day outreach, PNOC provided care packages to 50 Visitorless PDLs containing essential toiletries. These packs included items such as toilet paper, laundry soap, shampoo, body soap, toothpaste, and toothbrushes—necessities often taken for granted but vital for daily comfort and hygiene.

The day began with a solemn holy mass officiated by Father JSSUPT Juan Buban, Chief of the Chaplaincy Service Office of the Bureau of Jail Management and Penology (BJMP). This was followed by a lively program where the PDLs showcased their talents in dancing and singing, displaying resilience and creativity despite their circumstances.

President Oliver B. Butalid delivered an inspiring message, emphasizing the importance of compassion, understanding, and second chances.  Ms. Ma. Rowena C. Raymundo of the Business Research and Development Department highlighted the significance of rehabilitation and support in the journey towards reintegration into society. The event concluded with the distribution of care packages and packed lunches for the 50 visitor less PDLs. The smiles on their faces and the gratitude expressed were a testament to the impact of PNOC’s outreach efforts. The program leaves  a sense of hope and camaraderie to these Visitorless PDLs.
